In order to create new server farm on WSS3 installation, please use the below steps.
1. Log in to the server through rdp or any other method.
2. Launch 'Sharepoint Products and Technologies Configuration Wizard'
3. In the Welcome window, click on Next and choose Yes on services start/reset.
4. On the next screen, select 'No, I want to create a new server farm' and click Next
5. In the Specify Configuration Database Settings, Database Server should be the local VPS machine name and database. You can leave the Database Name as default. The Database username/password should be the local Administrator username/password.
6. Leave all settings on default on 'Configure SharePoint Central Administration Web Application' page and click next for completing the configuration.
I hope above steps are useful for configuring a server farm on a newly installed Windows sharepoint services 3.0 server.
