The reason for the error is  files in Plesk folder were corrupted.
Resolution

    Download original msi package:

    Extract it to temporary folder:

msiexec /a plesk.msi /qb TARGETDIR=c:\testfolder\
    Replace %plesk_dir%\admin\plib folder with files from package.

    Reinstall all microupdates
