cannot login to horde: User is not authorized for horde

When try to login to horde, it returns login page without any error. In error log /var/log/psa-horde/psa-horde.log I got the following error:
    HORDE User is not authorized for horde [pid 20939 on line 267 of "/usr/share/psa-pear/pear/php/Horde/Registry.php"


To solve this check the permission of  /var/lib/php/session/  it should be 1733
If permission is different change this as below:
