We noticed options Tools & Settings are missing when we switching the Plesk view. Actually, it is a new bug in Plesk Onyx.
By default,Plesk provides facilities to create and manage service plans, subscriptions, customers and resellers. If you are going to use plesk as hosting a company’s website or mail server, you can use Plesk in Power User view. In this view, you can create and manage own hosting accounts and perform server administration actions in a single Plesk.
You can apply below fix to overcome this case.
Switch the interface back with the help on poweruser.
# plesk bin settings -s simple_panel=false
# plesk bin poweruser --off
